How much quality will I lose?

Between roughly 75 and 85% quality, most photos are visually indistinguishable from the original at typical viewing sizes while being far smaller. Below about 60% you start to see blocking around edges and in flat areas like skies.

Does re-compressing a JPEG degrade it further?

Yes. JPEG is lossy, so every save discards a little more detail and the damage accumulates — this is generation loss. Always shrink from the original file rather than from an already-compressed copy.

Will compressing strip my photo's EXIF data?

Re-encoding typically drops most metadata, which is often a privacy bonus since EXIF can include GPS coordinates. If removing that data is the actual goal, use a dedicated EXIF remover so the result is predictable.
