Members are distributed as evenly as possible and the remainder is spread one per team, so sizes differ by at most one. You never end up with one team of six and another of two.

Can I control who ends up together?

No — the split is random by design, which is the point when you are trying to break up existing cliques. If certain people must be paired, form those groups first and enter them as single entries.

Do I choose the number of teams or the team size?

You set how many teams you want and the list is divided between them. To size teams instead, divide your headcount by the size you are aiming for and use that as the team count.
