How do I convert a height like 175 cm?

Divide by 2.54 to get 68.9 inches, then divide by 12 for feet: 5 feet 8.9 inches, so roughly 5'9". The common mistake is treating the decimal part of the feet figure as inches directly.

Why are screen sizes given in inches?

Convention, and it is the diagonal rather than the width. A 27-inch monitor measures 27 inches corner to corner, so two screens with the same figure can have quite different widths if their aspect ratios differ.
